- The ideological deployment of the term community, commonly used since the 1970s, has been joined by social capital. This article examines the popularity of these concepts in social policy and also looks at the linked catchphrase, evidence based policy. It discusses the promotion of community and social capital in Victoria; Robert Putnam's research evidence and Victoria's social policy; and whether policy based evidence is a more accurate term than evidence based policy in relation to Putnam's claims and subsequent social policy changes.
